A 2012 report by the Commission on Audit and budget department showed that senators Juan Ponce Enrile, Bong Revilla, Tito Sotto, Jinggoy Estrada, Bongbong Marcos and even Loren Legarda directed tens of millions of pesos of their PDAF funds to fake NGOs of big-time pork barrel scammer Janet Lim Napoles.
Those monies were eventually lost instead of funding projects for poor Pinoys. Taxpayers’ monies presumably split between Napoles and these senators.
And what are their excuses for the losses?
They didn’t know those NGOs were bogus. And that government departments, which released the funds, were instead to blame for not verifying the legitimacy of the Napoles NGOs.
But let me give you some reasons why their excuses are pure hogwash:
1] Implicated senators & congressmen were the ones who identified & selected the NGOs who got their pork barrel funds. Thus, it is their primary responsibility – not government agencies — to determine the legitimacy of the NGOs which they recommended to receive their PDAF allocations.
2] They have multi-million peso budgets to hire congressional staff. If they have staff, why didn’t they bother asking anyone or several of them to determine the legitimacy of those NGOs?
Isn’t it simple common sense to check if those NGOs are genuine or fake since they’re endorsing tens of millions of pesos to those institutions?
3] If they didn’t bother checking if the recipient NGOs are fake or genuine, how and why did they certify disbursements of those monies to those NGOs?
4] Are they really stupid not to know that taxpayers’ money will likely go to waste if earmarked to NGOs which are not properly checked for their legitimacy? Since they’re old-time senators, they should have better common sense than what they have shown so far.
